WebWhirlwind is a weapon-damage-based AoE ability. It should be used whenever you are fighting more than one target. Whirlwind should also be used in single target fights before you get Mortal Strike / Bloodthirst, and can continue to be used after you get one of those abilities if you have extra rage.
